Chief EngineerDepartment: FacilitiesEmployment Type: Full TimeLocation: Stavros Niarchos Foundation LibraryReporting To: Eric MaurerCompensation: $90,000 - $105,000 / yearDescriptionOverviewWe are looking for someone we can count on to:The Stavros Niarchos Foundation Library (SNFL) is part of The New York Public Library, which consists of four major research libraries and 88 branch libraries located in the Bronx, Manhattan, and Staten Island. The newly renovated, state-of-the-art, LEED Silver certified, 180,000 square-foot facility, is NYPL's largest and busiest circulating library, with more than 1.7 million visits a year.The Facilities department is tasked with keeping all NYPL locations safe, clean, comfortable, and welcoming for our patrons and staff. Reporting to the Senior Building Manager, the Chief Engineer manages the maintenance and operation of the physical plant, including the facility's mechanical, HVAC, electrical, elevator, fire protection, and plumbing systems.Own:

  • The maintenance and operation of the building's physical plant.
  • Management of the SNFL maintenance team. Provide a positive team environment in which members participate, respect, and cooperate to achieve desired results.Teach:
    • Team members safe and efficient operating procedures.
    • Best practices in the maintenance of equipment and machinery to prolong useful life and achieve efficient output.Learn:
      • How to manage building maintenance needs efficiently and sustainably, with limited resources.
      • To stay up to date with BMS technologies and building code compliance.Improve:
        • The ability of NYPL to provide Library Patrons and Staff with a safe and welcoming environment.Some expectations for this role are that within:1 month, this person will:
          • Understand how the library is organized and physically laid out.
          • Understand the specific goals and role of the Facilities Operations team.
          • Know their departmental contacts.
          • Perform inspections, troubleshoot issues, and operate building systems.3 months, this person will:
            • Serve as a primary point of contact for critical conditions, emergencies, or escalations.
            • Participate in department planning meetings.
            • Develop long term strategic goals.
            • Oversee implementation of schedules for daily and periodic services.
            • Resolve problems and create action plans within limited resources.6 months and beyond, this person will:
              • Provide direction, motivation and set an example through open communication and modeling best practices. Demonstrate ability to motivate others to meet a common goal; and, recognize and effectively leverage employees' skills and abilities.
              • Develop cost estimates/ procure bids for repairs and renovations.Responsibilities
                • Assures proper operation, maintenance, and service of all equipment and systems.
                • Ensures the technical correction and completion of work contracted to outside vendors.
                • Performs all required inspections and rounds as outlined by the department.
                • Maintains logs for equipment, service, temperature, flows, consumption, as required. Notes changes in equipment status in logs.
                • Operates, repairs, and maintains all chillers, air compressors, generators, motors, pumps, cooling towers, etc. by adjusting controls to maintain the optimum of operating conditions.
                • Monitors and coordinates activities of other refrigerating system operating engineers, (Q-01), assigned to the building.
                • Senior engineer present assumes the responsibilities for the fire brigade until such time as the NYC Fire Department arrives and takes jurisdiction when necessary.
                • Operates and maintains cooling tower (water treatment, testing, and record keeping).
                • Changes air filters as necessary.
                • Cleans condensing coils, cooling coils and fan coil units.
                • Replaces or adjusts pneumatic and electric controls, motors, including air compressors.
                • Maintains air dampers.
                • Maintains fans and ventilating systems.
                • Monitors and adjusts BMS system as required.
                • Trains and supervises all maintenance staff responsible for the maintenance of the physical plant and related equipment.
                • Schedules rotating shifts and work assignments, monitors performance, orders materials and supplies, prioritizes tasks, and monitors and maintains logs of periodic maintenance and emergency situations.
                • Maintains an overtime budget.
                • May be required to respond to emergencies during non-scheduled hours.
                • Attends meetings as required.
                • Performs related duties as required.Required Education, Experience & SkillsRequired Education & Certifications
                  • Graduation from a vocational or technical high school supplemented by advanced courses in plumbing, mechanical, electrical, or refrigeration skills; or an equivalent combination of education and experience.
                  • Must possess a valid Refrigerating System Operating Engineer (Q-01), issued by the NYC Fire Department.
                  • Successfully demonstrated ability to qualify to obtain valid certificates of fitness for the following: Standpipe and Sprinkler systems; High Rise Fire Safety Director Class E, and Freon Handler (CFC).
                  • Valid driver's license and clear driving record.Required Experience
                    • Substantial successfully demonstrated supervisory experience in building trades in a collectively bargained environment and in the operation and maintenance of large scale heating, air conditioning (Large Central Units and Package Units), elevator, electrical, and plumbing systems.
                    • Successfully demonstrated experience reading blue prints, maintaining logs, writing reports, and preparing work schedules.Required Skills
                      • Strong technical background in HVAC, plumbing, and electrical systems.
                      • Ability to manage a team and supervise building engineers.
                      • Proficient with Microsoft Word and Google Suite.
                      • Strong communication and interpersonal skills.
                      • Ability to respond effectively to emergencies.
                      • Must be familiar with all hand tools, specialty tools and equipment required to operate machinery throughout the facility.Managerial/Supervisory Responsibilities
                        • Manage onsite operating engineers and maintenance personnel.
                        • Coach others to develop in-depth knowledge and expertise in all areas within their function.
                        • Ensure compliance with safety procedures and local ordinances.Preferred QualificationsPreferred Certifications
                          • F-89 - Fire and Life Safety Director
                          • S-95 - Supervision of Fire Alarm Systems
                          • P-98 - Supervision of Fuel-Oil Piping and Storage Systems
                          • P-99 - Low Pressure Oil Burner Operator
                          • A-35 - Certificate to Operate and Maintain Air Compressors
